So for a newly installed operating system there were only a few applications installed such as Mozilla Firefox, ccleaner, Malwarebytes, and office. There are many applications that I would like to install but have not so the the current problems of 3 hour restarting, markedly slow sfc scannow and dism restore health can be worked up and fixed.

Wouldn't be surprised that it also has a slow rotational drive which totally would not help. System boot could take that long because of that stuff all combined. The UI issue and related display issues would need to be looked into but here I would do a clean install and start over or bump up to 16GB RAM and an SSD should that hard drive not be one.
